RA Ministry of Defence: “The process of arms shipment to Yerevan by Moscow is already under way"


On April 15,2016 the government of Armenia approved a draft resolution on the implementation of provisions of the agreement with the government of the Russian Federation on the extension of the 200 mil.dollar government export loan in the goal of covering the expenses on the acquisition of military goods by the Armenian party. The Minister of Defence of Armenia, Mr.Seyran Ohanyan, has declared that “the proceedings and preparations for signing official arms deals are at the moment under way”.

“The arms supply process that takes place within the framework of the loan agreement stipulating the extension of the 200 mil.dollar export loan to Armenia is already under way, but I cannot give you detail on what is specifically being shipped”,-communicated the Armenian Ministry of Defence spokesperson Mr. Artsrun Hovhannisyan. As for arms delivery timeframe and the complete fulfillment of the arms supply contract by the Russian party in favour of the Armenian Armed Forces within the framework of the extended export loan, “I have no right to disclose the details due to national security reasons”,-stated Mr. Hovhannisyan.

According to the RA Ministry of Defence spokesperson, the programme of the equipment of the Armenian Armed Forces with state-of-the-art armament and other defence products is not only related to the Russian export loan. We declared earlier that Republic of Armenia is launching the Armed Forces re-equipment programme at the time when there were no prerequisites for the Russian export loan yet. For our part, we have also had substantial arms procurement even without any loan. We have also pointed out several times that we have in stock most advanced arms of high quality the possession of which is of vital importance. Many parties can only fancy that kind of armament and equipment”,-he added.

The Ministry of Defence spokesperson also communicated that in accordance with the terms of the loan agreement with the Russian Federation, the Armenian party purchases not only arms, but also operational intelligence systems and equipment. He also stressed that the best arms, military equipment and materiel the Russian Armed Forces have in stock are those manufactured in the 80s and that kind of armament and equipment is never outdated.

It was communicated earlier that Armenia plans to purchase MLRS Smerch multiple rocket launchers and ammunition, Igla-S anti-aircraft systems, Avtobaza ground-based  ELINT systems, Solntsepyok TOS1A heavy flamethrower systems with transloaders, Tigr multy-purpose all-terrain infantry mobility vehicles, engineer and military communication equipment. 

During the meeting on April 7, 2016 in Yerevan, the prime-minister of Armenia Mr.Hovik Abrahamyan urged his Russian counterpart Mr.Dmitry Medvedev to issue insructions to Rosoboronexport JSC to step up the conclusion of the contract on the supply of weapons and military equipment to the Republic of Armenia. The loan is granted with a grace period of three years (only payment of interest) and repayment of the principal (on preferable credit terms) of ten years. 

Earlier on, Russian Vice-Prime Minister Dmitry Rogozin declared that Russia supplies weapons to both Yerevan and Baku in the goal of striking the balance of interests. He also pointed out that in case Russia cuts off its arms supplies to either Armenia, or Azerbaijan, the United States or some other countries would immediately take her place.
